The government cut the program in the 17 development of the Arctic
The Russian government plans to significantly reduce the cost of the budget for projects in the Arctic, despite the fact that the development of the region called a strategic priority and is enshrined in the state program.
Initially, the Ministry of Economic Development has requested 209 billion rubles on Arctic projects until 2020. In May, it was decided to allocate a quarter of that amount – 50.9 billion rubles.
In June, on the basis of two meetings – the visiting session of the State Commission for the development of the Arctic port of Sabetta in Yamal and the subsequent meeting under the leadership of Prime Minister Dmitry Medvedev – the amount decided to cut another 17 times.
According to RBC, after optimization of the Arctic development program shrank to 12 billion rubles. Its budget went to coordination of the relevant ministries and is expected to be approved before the end of the summer.
Of the total, more than half – 7 billion – will be spent on the design and construction of ice-resistant drifting “North Pole” platform “Roshydromet”. Another 25% of the program (3 billion rubles) decided to send to modernize Zhatayskoy shipyard in Yakutia on the Lena river – for the construction of new and repair of worn-out ships of the river fleet.
Another 1 billion rubles is planned to provide Rosgvardii on measures to provide anti-terrorist security in the Arctic.
All major projects at the same time will go under the knife. The project to build an icebreaker "Leader"Which is estimated at 80 billion rubles, it was decided to freeze. The same fate befell environmental projects and research vessels for the Arctic shelf, which were provided in the previous version of the Arctic program.
At the same time for military purposes in the Arctic for the Defense Ministry, it is planned to allocate 34 billion rubles, said one of the participants. According to him, the specific projects can not be called because of privacy status.
"Budget money never on what is missing, but government funding – not a panacea for all ills, not the main tool for economic development", – explains what is happening at a press conference in Beijing, Russian President Vladimir Putin. He added that a number of projects in the Arctic can be “shifted slightly to the right.”
